Nowadays in view of extension of space technologies and services as well as necessity in efficiency and quality upgrading of Space and Rocket technique it is necessary to reinforce coordination of work of all the space activity participants.

The analysis of world processes proves the necessity of concentration of Space Activities Participants’ efforts on new effective integration level — affiliation in association without limiting their economical independence but providing various opportunities and advantages.
